feat: admit, stage and validate the state.json cockpit feed (PyAutoBrain#418) - #45

PR B of PyAutoBrain#418. The Brain cortex renderer will write state.json (the organ-cockpit v1 feed) beside dashboard.html; this lets it through: - ledger_merge.py: state.json joins LEDGER_FILES, so `cortex checkin --push` and the ledger auto-merge accept it; test cases added. - ledger_merge.yml: a state.json conflict takes main's render, like the two dashboard pages. - dashboard_refresh.yml: stage state.json with the healed pages (guarded on the file existing); trigger paths include it. cortex_check.yml paths too, for symmetry. - pages_dashboard.yml: check out PyAutoBrain, copy state.json to _site/state.json and validate it with board/_state.py — guarded, so a no-op until the Brain emits it.
