Why

GITHUB_TOKEN may open a PR only under "Allow GitHub Actions to create and approve pull requests", a setting the organisation can enforce and hide from the repo page (it is not visible on this repo's Settings → Actions → General). Every 📥/📑 filing has therefore stopped at a branch with a compare link.

What

  • The PR step prefers a QUEUE_PR_TOKEN repo secret when one exists (a fine-grained PAT scoped to this repo with pull-requests read/write) and falls back to the job token otherwise. A PR opened with the PAT also runs validate.yml, which a token-created PR never does.
  • The fallback issue comment and the README point at the secret rather than the setting.

Checks

  • YAML parses; python -m pytest tests/ -q: 178 passed.

…setting is out of reach

GITHUB_TOKEN may open a PR only under a repo setting the organisation can
enforce and hide. A fine-grained PAT in a repo secret needs no setting, and
a PR it opens also runs validate.yml, which a token-created PR never does.
Falls back to the job token when the secret is absent.
