Add a strict, versioned JSON interface and CLI for the shared Shadow-only adaptive selector. Strategy, plugin, and platform repositories can submit auditable context, candidate, health, and risk-scaler snapshots and receive a zero-weight, no-order decision artifact. The parser rejects unversioned context, naive timestamps, and ambiguous numeric fields. No runtime target, scheduler, broker setting, or order path is changed. Validation: targeted pytest, ruff, and diff check.
