The downstream QPK rollout already updates reusable drift workflow pins, but strategy repositories also assert those pins in workflow-content tests. Update the generic synchronizer to rewrite only previously observed QPK refs in that test surface and add regression coverage. This repairs dependency-rollout automation only; no strategy, runtime, or execution behavior changes.
