Registers the verified HK snapshot CSV and manifest published by
HkEquitySnapshotPipelinesas the paired runtime artifact forhk_low_vol_dividend_quality_snapshot.This restores default buildable no-order dry-run coverage for the two declared HK routes. Runtime and live enablement remain disabled.
