feat: sync dedicated strategy health ingress token

Summary

• add the dedicated strategy-health ingress secret to the console deployment workflow
• sync it to the Worker only when configured
• add deployment-workflow regression coverage

Safety

• token is dedicated to the read-only /api/internal/sync-strategy-health ingress
• it is not reused for strategy switching, execution evidence, research tasks, or broker access

Verification

• pytest -q python/tests/test_runtime_settings.py -k strategy_switch_console_deploy_workflow
