This fixes build on ARM MAc. It updates action to use MATLAB 2023b to ensure a ARM version of MATLAB is used.
I also disable "SIMDAcceleration" as it doesn't work for ARM, while I don't know how much performance it gave to intel/AMD processors, it seem negligible in my testing so I opted to disable it rather than build multiple versions of the mex source and add more time to GitHub build
