A read that stalled mid-transfer failed the whole download, since only the connect was retried. Downloads now retry the transfer itself and resume from the bytes on disk with a Range request. CI was downloading at all only because the empty markers in the tiny test cache no longer counted as installed; they are honored again, and download_test_data.sh retries on whether its tarball is complete rather than on whether the file exists. …g it (#2634) The docs version selector only ever showed "<version> (dev)" or a bare number, so there was nothing to tell a reader which version the site actually redirects to. The version that takes the "latest" alias is now titled "<version> (latest)", and the version that loses the alias has the suffix stripped. master builds also published straight over a released version whenever CMakeLists.txt on master had not been bumped past the release yet, which is how the 6.7 docs came to serve 6.8 release notes and install instructions. That case now fails the deploy with a message pointing at the version bump. (cherry picked from commit 247424f)

Cherry-picks the bug fixes and infrastructure changes merged to master since the 6.8 branch was cut, leaving the new features for 6.9.
Bug fixes: #2639, #2651, #2658, #2659, #2671, #2675, #2677 (use case downloads failing on Windows with CERTIFICATE_VERIFY_FAILED, #2676).
Infrastructure: #2633 (download resume), the release-process doc change from #2634, and dependabot bumps #2647, #2654, #2655, #2665, #2666, #2667, #2668, #2669, #2670, #2678 (pillow 12 → 13).
Left out: #2645 fixes the correspondence quality chart, which isn't on 6.8; #2631 was already brought over by #2635. #2675's test conflicted with tests from #2664, so only its own open-mesh test is included.
