Release 0.62.0 of SKaiNET-transformers against engine 0.61.0: the common Laya loader and the packed Q8_0 lane with its decision-quality gate (#498), the engine bump, and the SKEEP-006 deprecation schedule moved by one more minor (WARNING through 0.62, ERROR in 0.63, removal in 0.64; the factory migration stays a release of its own).
Also restores the
## [0.61.0]changelog heading that the consumer merge had folded under Unreleased; version references in README and docs move to 0.62.0.
