Removing the default model cache

This Pull Request removes the default model cache. If the user wants a cache, he will set it. As of now, it uses tons of space unprompted

@WizardlyBump17 thanks for the pr! Cache is likely accumulating as you change settings in runtime_config so you need to remember to clear it. Ov doesn't really make a good way to auto purge the cache so it just builds, you'll need to remember to delete it. A command like --cache purge in openarc list might be a good alternative, plus a warning in the logs if cache exists, because tracking cache is basically a nightmare
