Smarkets sends up to nine fraction digits. The digit scan also picked up the time zone's digits, and Python 3.10's fromisoformat takes only three or six fraction digits, so every timestamp came back as None there. Brings the Python 3.10 Smarkets timestamp fix (#34) into
codex/order-lifecycle-storage. It fixes the 3.10 failure that came in with #35. One file (synpath/smarkets.py) and a clean merge.After this merges, the same fix is carried up into #30 and #31.
