This PR addresses a path traversal (Zip Slip) vulnerability found during the codebase audit inside downloader.py (which powers techscript downloads), and resolves unwrap() panic hazards in the packager logic, avoiding abrupt compiler crashes. Tests pass across all modified packages.

* Restored missing unwrap error fallback mechanism inside `tools/package-manager/src/lib.rs` for safe string parsing.
