Fixes #375.
What is wrong
The costs of exchange technologies are gathered in
ExchangeTechCostLedgerand assigned to regions byget_entries. It records each link's cost withregion_costs[region, period, tech, vintage].update({cost_type: cost}), which replaces any cost already recorded for that region, period, technology and vintage. A region linked to two or more other regions by the same technology and vintage therefore keeps the cost of only one of those links, whichever is processed last, andoutput_costis short by the rest. This happens in both branches ofget_entries(cost entered on both directions of a link, and cost entered on one direction and split by use), and for every cost the ledger holds: investment, fixed and variable costs, and the economies-of-scale and unit commitment costs those extensions record there for links.A small example
Region A is linked to B and to C by technology
t1, vintage 2000. The fixed cost of the B-A link is 100 and of the C-A link 20, both entered on both directions, so A, as the importer on both, should be written 100 + 20 = 120. Before this change A is written one of the two; in the test below it is written 100.The same holds when the cost is entered on one direction and split by use. With a cost of 100 on A-B, of which A takes 40% by use, and 50 on A-C, of which A takes 70%, A should be written 40 + 35 = 75; before this change it is written 40.
What changed
get_entriesintemoa/_internal/exchange_tech_cost_ledger.pynow adds each link's cost to whatever is already recorded for the region and cost type, in the four places it records a cost, the same way the economies-of-scale and unit commitment pullers add their costs toentries. Which region each cost is assigned to, and the split by use, are unchanged. A region with a single link for a technology and vintage is written exactly what it was before.Nothing else on the way to
output_costcombines links.add_cost_recordalready adds repeated records for the same link,poll_cost_resultsand the extensions pass each link to the ledger separately, andTableWriterwrites one row per region, period, technology and vintage. What doesn't change
period_cost_rule) sums the cost of every link; only the cost written afterwards was short.output_objectivein perfect-foresight runs, which is the solved objective.poll_emissionswrites under the link's own region name (for exampleA-B) without the ledger.A myopic run's
output_objectiveis the sum of the discounted columns ofoutput_cost(MyopicSequencer.get_current_total_cost), so it was short by the same amount and is corrected along withoutput_cost.The test
tests/test_exchange_cost_ledger.pyhad a single pair of regions, A-B. The newtest_cost_allocation_multiple_linkslinks A to both B and C by the same technology and vintage, with flows on each direction so that splitting by use gives different shares on each link, and checks the cost written for every region and that the written costs add up to the recorded ones. It covers costs entered on both directions, costs entered on one direction and split by use, and one link of each kind. Values are compared withpytest.approxat1e-5; there are no saved outputs.Without the fix all three cases fail on region A: 100 against 120, 40 against 75, and 100 against 135. With the fix they pass.
The full suite passes locally (292 tests, Python 3.12, Gurobi's size-limited licence), and ruff and mypy are clean. On the fork's CI, the type check and the tests passed on Ubuntu and Windows with Python 3.12, 3.13 and 3.14, and on macOS with Python 3.12 and 3.14. The macOS job with Python 3.13 did not run: GitHub cancelled it after no runner became available.
