Restores the
umbrel-app.ymlcompatibility manifest that was accidentally removed from DEV during the 0.11.6 store migration. It is byte-identical to the current5tratstore-app.yml, so older 5tratumOS releases and non-normalized store checkouts resolve the same 0.11.10 metadata.Also updates the human-facing DEV store version and adds CI that rejects missing/divergent compatibility manifests or mismatched manifest/compose versions.
