Stages the immutable AxeBC2 0.1.10 DEV candidate and BitcoinII Core 31.1.0 ShockWave migration for live acceptance on 10.10.10.235. Both images are exact multi-architecture digest pins. The mandatory one-time full reindex, persistent rollback floors, OS 0.7.12 prerequisite, privacy/telemetry defaults, and structured DEV-to-MAIN evidence gate are included. Do not merge until the live evidence placeholders are replaced after acceptance.
