What

Adds a dedicated PHPUnit class for rest_output_rsd(), covering the WP-API RSD element output and the empty REST URL early return.

Test-only; no production code changes.

Why

rest_output_rsd() had no direct @covers coverage. Small helper coverage fits the #65819 test cleanup track.

How

Add tests/phpunit/tests/rest-api/restOutputRsd.php with @covers ::rest_output_rsd.

• Outputs the WP-API <api> RSD element with the REST root URL
• Outputs nothing when rest_url is filtered to an empty string

Testing Instructions
