What this adds

Five use-case entries (type: use-case, status: proposed) for South African life admin, under content/use-cases/:

• sa-licence-disc-renewal.md (vehicle licence disc renewal)
• sa-driving-licence-card-renewal.md (driving licence card renewal)
• sa-tv-licence-payment.md (SABC TV licence payment)
• sa-cipc-annual-return.md (CIPC annual return)
• sa-car-insurance-quote-comparison.md (car insurance quote comparison)

All five are read/remind/draft-only: the bot never pays or submits anything, and every prompt stops before payment or submission. Fees and dates that couldn't be confirmed on an official page are marked as unverified rather than stated as fact.

Note: the template asks for one file per PR. These five are a related set, so they are submitted together. Happy to split them if you'd prefer.

Checklist

• One new file per PR (six related files here, see note above)
• Follows CONTRIBUTING.md required fields and golden rules
• npm run validate passes locally
• slug is kebab-case and matches the filename
• I ran this myself end to end (see Testing)
• Frontmatter URLs resolve
• Prompt body is the full prompt
• Plain markdown, no raw HTML
• Did NOT set verified_at or status: live
• Not an ad

Testing

• TV licence and CIPC annual return: run end to end on real accounts.
• Licence disc, driving licence card and car insurance: setup and reminder scheduling were tested. The renewal itself can't be done before its due window.
• The driving licence NaTIS step (online.natis.gov.za) couldn't be reached from a non-SA network. The files now note this.
• Fixes from testing are included (TV licence monthly-cost wording, CIPC portals, late fee, payment fallback, per-step approval, insurance cash-back check).
