What

EffectiveFeatures is the intersection of the client's hello.features and the runtime's welcome.features (src/Arcp.Client/ArcpClient.Dispatch.cs:111 intersects _options.Features with the welcome's Capabilities.Features). The runtime advertises features in welcome, not hello.
