PIT-77: support custom Vercel environment targets - #188

This adds support for "defin[ing] the environment you want to deploy to" using the Vercel --target flag. According to the docs: "This could be production, preview, or a custom environment." This allows deploying the same commit to multiple different environments within the same project.
