This patch introduces Java database patch to handle upgrade scenario.
--PatchForOzoneServiceDefUpdate_J10066 to backfill missing Ozone service definition metadata (the role resource, assume_role access type, and resource access-type restrictions)
--added DB entry for previous java Patch :PatchForOzoneServiceDefPolicyConditionUpdate_J10065
