P0: Google still has stale index verdicts for 12 purposefully selected URL Inspection targets

Evidence, 2026-10-26:

• Official URL Inspection via connected GSC repo report appdevelopsk/pickly-blog/site/gsc-data/inspections/toolify/2026-10-26.json: 12/12 inspected, 0 errors, 0 indexed. Eight Crawled - currently not indexed, four Excluded by 'noindex' tag (Google's last crawl for the latter was in July 2026).
• Current source intent: 12/12 are indexable under CORE_TOOLS_BY_DEMAND (en4/ja2) plus INDEX_EXCEPTIONS (th/ru/tr/ar/fr/es 6). Four July noindex pages are now in exception allowlist.
• Actual PUBLIC HTML verified 2026-10-26 20:55 JST: read-only Action run 40318623252: 12/12 HTTP200, correct one self-canonical, no robots/noindex and no X-Robots-Tag noindex; 0 problems.
• Therefore the July GSC noindex verdicts should NOT be described as current intentionally-noindexed pages. The discrepancy is consistent with a stale Google crawl; it does not prove that Google's reason for withholding other eight pages is outdated.

Source/CI fixes

• PR #14 merged, validate-and-build succeeded: correct related guide links against the current locale's indexability rather than global en/ja list. VPS deployment still needs confirmation; this PR is not itself an indexed-pages improvement.
• PR #15 merged, source CI succeeded: 12-page live technical check, no remote SEO changes.

Measured next actions

1. Verify the VPS deploy run on main completed and the live links actually route to indexable same-locale destinations. Do not infer completion while Actions deploy remains in progress.
2. Recheck the same exact 12 GSC URL Inspection targets after Google actually recrawls; track lastCrawlTime and verdict by URL. A same-day request/inspection does not force recrawling.
3. Prioritize high-intent English workdays, date, pressure, unit-price and Japanese workdays/pressure for original helpful examples and human UX. Never mass-remove noindex on all ~3,711 intentionally excluded low-demand locales. Preserve current sitemap / canonical policy.
4. Track GSC impressions/clicks and GA4 organic engaged users at 14/28 days after verified production release. Use consistent GSC property/window. 2026-10-25 28d source value for Toolify was 1 impression/1 click: cannot infer changes from tiny sample.

Acceptance: same public 12/12 technical PASS; first new official Google crawl timestamps and changed verdicts grounded in GSC API; new organic users measured. Do not claim indexation from code changes or source tests alone.
