Read-only diagnosis for the 50-URL Search Console sample with only 1 indexed and 36 crawled-not-indexed. Source inventory in 2026-10-25 main: 223 tools × 17 locales = 3,791 tool-locale pages; only 29 selected core slugs × en/ja (58) + 22 existing locale exceptions = 80 tool-locale URLs intentionally allowed to index. The remaining 3,711 are deliberately noindexed by source policy, not Google failures. Adds
npm run audit:index-policy [-- --json|--urls]using the actual registry to report exact 80 intended URLs, verify exceptions, duplicates and per-tool indexable locale parity. Adds evidence/freeze note in docs. No robots, sitemap, canonical, hreflang or deployed setting changed (keep sitewide changes frozen until evidence). Numbers validated directly from parsed repo TS. No actual GSC URL inspection or Next build run via GitHub connector; GSC 3-day opportunity endpoint offers no per-URL index verdict.
