build(tools): remove reviewbot tool and workflow - #4142

The automated PR reviewbot is not being used, and there is insufficient quota to run it as part of PRs. With no plan to change that, remove it. Remove the internal reviewbot scripts, prompt, and review-pr skill, clean up the private developer tools documentation, and remove the automated review GitHub Actions workflow.
