Embind bindings for special functions (scalar and array), distributions and FFTs, with a smoke test and CI; under relaxed SIMD, two_product uses f64x2.relaxed_madd.

Under node, laguerre(100, x) goes from 5.9 µs to 1.0 µs and hypergeometric_2F0 from 1.46 µs to 0.12 µs with -DBOOST_MATH_WASM_RELAXED_SIMD=ON.

@jzmaddock , @ckormanyos, @mborland : I was thinking about doing this as a releases page like this.

This is what I think is a hint as to what would be possible with a wasm module, but of course if we decided to do it it would be maintenance burden, so no worries if it doesn't meet the cut.

If we move to the Boost fork would this collide with our standalone package? I think we'd end up having two separate releases per release

@mborland : I don't want to do a fork-that was simply a POC. In particular I wanted to exhibit that it is possible to npm install and pip install from a github page. I would rather just have a releases on this github page, and only for the python wheels and wasm module. That said it might be good to add the standalone to this list-how do you release the standalone?

I do the standalone from the release page by selecting the most recent boost release tag
