Solid PR — the classifier matches §5.4's criteria precisely for both purposes, and the strictness/coverage reasoning in the PR description checks out against the design doc. One real finding and a couple of minor notes. Finding:

Track the snapshot index rather than the envelope cutover
After any Raft-DEK rotation following envelope enablement, this comparison can never become satisfied: RaftEnvelopeCutoverIndex is the original one-shot enablement index and is explicitly preserved across rotations (internal/encryption/applier.go), while every later snapshot merely copies that unchanged value (kv/fsm.go). Consequently rotationIndex remains greater than SnapshotCutoverIndex forever, so the retiring Raft DEK is permanently classified ineligible even after new snapshots and complete WAL compaction. The report needs the last committed snapshot's applied index or an explicit snapshot DEK identity, not raft_envelope_cutover_index.

Both findings are correct and fixed in 78aa959. The P1 turned out to be a defect in the design text that this implementation reproduced faithfully, so §5.4 is corrected in the same commit. P1 — Track the snapshot index rather than the envelope cutover. Confirmed, and the consequence is exactly as described: the criterion was unsatisfiable, so no raft DEK could ever be retired. Traced it rather than taking it on faith:
So One addition to your analysis: the field is not merely stale, it is the wrong kind of signal. §4.4 says the FSM snapshot stream "is ciphertext by construction" from the storage layer and "no additional wrapping is required at the snapshot layer" — a snapshot is not encrypted under any raft DEK, so "taken under the new raft DEK" is not a property a snapshot has at all. The criterion can only be about which entries a restore would replay. That settles the choice you offered between "the last committed snapshot's applied index or an explicit snapshot DEK identity" in favour of the index: a snapshot DEK identity would need a new §4.4 header field (an on-disk format change) to record something that does not exist, whereas §5.4's parenthetical is corrected in the same commit with both reasons recorded, since leaving the design saying P2 — Reject duplicate node reports instead of overwriting them. Confirmed, in both loops as you noted. Both now return One correction to the mechanism in your comment: the problem is not that Verification
The new reachability test asserts the property the old criterion could never reach: across two successive post-cutover rotations, the DEK becomes retirable once every node has snapshotted at or past the rotation, and the boundary case Unrelated CI failure

Both fixes are correct, and I traced the P1 root cause independently rather than taking the commit message on faith. P1 —
So The unrelated P2 — duplicate-report rejection. Tests. Design doc. The §5.4 correction ( No further issues found in this second pass — the P1 finding was real and would have been a significant defect (no raft DEK ever retirable) had it shipped; the fix and its regression test close it correctly. Not independently re-run: |
The 9C-6 row had narrowed the open 9C+ scope to "remaining benchmarks
and encrypted Jepsen", dropping the explicit mention of the §9.2
metrics. Neither elastickv_encryption_writes_per_dek{key_id} nor
elastickv_encryption_last_proposed_index_per_raft_dek{key_id} exists
outside this design document, so naming them keeps the gap visible
rather than leaving it implied by the section reference alone.
Same correction applied on #1233 and #1234, which narrowed the row the
same way.

Track Raft retirement boundaries per group
In multi-shard deployments, Raft log and snapshot indexes belong to independent per-group index spaces, while the cluster-wide Raft DEK is installed on every attached ShardGroup (main_raft_envelope_wiring.go:106-137). This classifier accepts only one report per node and one largestProposedIndex/rotationIndex, so using one group's values leaves other groups unchecked; aggregating with minima instead can keep a quiet low-index group permanently below a busy group's global boundary even after all of its old-key entries are gone. Key the reports and old-key boundaries by both node and Raft group, and classify every hosted group before unloading the shared DEK.

Refuse to retire the currently active DEK
The classifiers receive neither the retiring key ID nor each node's active key ID, so all reported criteria can pass for the key that is still selected for writes. For example, an empty storage cluster can report a complete cursor, zero values, and an advanced retention floor for its active storage DEK; the Raft classifier similarly accepts rotationIndex == 0 when compact indexes are nonzero. A retire command trusting this result can unload the active key and make the next encrypted write or proposal fail. Bind reports to the requested key and require every node to confirm that a nonzero successor is active before returning eligible.

Bind the error sentinel to the classifier result
Err selects its sentinel solely from a caller-supplied string rather than from the classifier that produced the decision, and every unknown value silently falls back to the storage error. Thus a blocked Raft decision passed a misspelled or omitted purpose is reported as ErrDEKStillReferenced, sending operators toward the rewrite/MVCC remediation instead of the WAL blocker; passing "raft" for a storage decision causes the inverse misclassification. Store the purpose or blocker sentinel in RetirementDecision, and reject unsupported purpose values rather than guessing.

Second round: all three fixed in 51c9a0e. Both P1s are real and I verified each mechanism in the code rather than taking it on faith. P1 — Track Raft retirement boundaries per group. Confirmed. Your point about the minimum is the one that shaped the design: aggregating would make a quiet low-index group sit permanently below a busy group's boundary even after all of its old-key entries were gone, so the DEK could never be retired at all. Reports are now P1 — Refuse to retire the currently active DEK. Confirmed, and your empty-cluster example is exactly the trap: every criterion legitimately passes for the key still being written under. Reports now carry I gave this its own sentinel, P2 — Bind the error sentinel to the classifier result. Confirmed, including the fallback: any unrecognised purpose silently produced Verification
§5.4 in the design doc is updated with both P1s, since the per-group requirement and the active-key refusal are contract, not implementation detail — the execution half will need both. |

Use a real boundary for non-default Raft groups
In a multi-group deployment, the rotation is proposed only through the default-group engine (main_encryption_admin.go:124-135), and its apply handler then publishes the new wrapper to every attached group (main_raft_envelope_wiring.go:144-173); consequently, non-default groups have no rotation entry whose index can populate this field. Requiring a RotationIndex in each group's independent index space forces the future report collector to invent an unrelated value, making the snapshot verdict arbitrary or permanently blocked. Base this check on a boundary that actually exists per group, such as the last old-key proposal/snapshot boundary, rather than a nonexistent per-group rotation entry.

Fence in-flight old-key proposals before retirement
Checking only that every node currently reports a different active key does not prove that no proposal still holds ciphertext produced by the retiring wrapper. dynamicWrappedProposer loads and applies the wrapper before calling the inner proposer, while Raft rotation deliberately hot-swaps that wrapper without stalling in-flight proposals; a goroutine paused between those steps can therefore remain invisible to LargestProposedIndex, let this classifier return eligible, and submit an old-key entry after the DEK has been unloaded. Retirement needs a per-key in-flight fence or generation drain that is held through the classify-and-unload operation.

Drain old-key storage writes before declaring eligibility
When rotation overlaps a storage write that already captured the retiring key, these sampled fields can all pass before that write commits: encryptForKey reads ActiveStorageKeyID and produces old-key ciphertext, while applyMutationsWithOpts does not commit the staged batch until later (store/encryption_glue.go:393-437, store/lsm_store.go:2511-2529). A scan can therefore report zero old-key values and the successor active, this call can return eligible, and then the old-key batch can commit after the DEK is unloaded, leaving persistent unreadable data. Storage retirement needs a per-key in-flight/generation fence held across report collection, classification, and unload, analogous to—but distinct from—the Raft proposal fence.
Useful? React with 👍 / 👎.
There was a problem hiding this comment.
Addressed in 5462ffa. Storage reports are now bound to the same non-zero write-fence token, the fence contract requires it to remain held through the retire apply, and each node must explicitly report a completed drain with zero pre-fence old-key writes. Missing drain evidence fails with ErrIncompleteRetirementReport.

Verify every rewrite cursor uses a surviving key
When another rewrite job has a stalled cursor encrypted under the retiring DEK, checking only that this DEK's own cursor reached the end does not establish that the cursor can still be read after unload. Section 5.4 explicitly requires retirement to confirm that no rewrite cursor key references the retiring DEK (docs/design/2026_04_29_partial_data_at_rest_encryption.md:1356-1368), but the report carries only this completion boolean and the classifier performs no cursor-key check. Add an explicit per-node cursor-reference count or equivalent proof, otherwise a later resume of that rewrite job fails after the key is removed.
Useful? React with 👍 / 👎.

Addressed in 5462ffa. Each node now reports both a completed cursor-reference scan and the number of persisted rewrite cursors whose envelope names the retiring key. Unobserved evidence is rejected as incomplete and any non-zero reference count blocks retirement.

Account for storage DEKs retained in FSM snapshots
When a node retains an FSM snapshot taken before the rewrite, its live Pebble database can report zero old-key values and satisfy every check here while the snapshot still contains those storage envelopes verbatim—the snapshot format explicitly streams the already-encrypted Pebble values (docs/design/2026_04_29_partial_data_at_rest_encryption.md:858-866), and the engine retains restorable snapshot files. Installing or restoring that snapshot after this decision reintroduces ciphertext whose DEK has been unloaded. Storage eligibility must also prove that every retained/restorable snapshot is free of the retiring key (for example by creating a post-rewrite snapshot and purging older ones), rather than inspecting only the current stores.
Useful? React with 👍 / 👎.

Addressed in 5462ffa. Storage reports now include a completed retained-snapshot inventory and the count of restorable snapshots that still contain envelopes under the retiring key. An unobserved inventory is incomplete evidence; any non-zero count blocks retirement until those snapshots are purged.

Require proof that the old-key value count was observed
When a node's live-value scan is unavailable or incomplete, ValuesPerDEK has the same zero value as a completed scan that found nothing, so an otherwise ready report can be classified as eligible while Pebble still contains ciphertext under the retiring DEK. This is especially unsafe for omitted or partially populated reports; add an explicit observation/completeness field, as is already done for the other zero-valued reference counts, and reject unobserved evidence.

Require observed Raft high-water marks
If collection creates a boundary for a known group and key but cannot obtain the per-key proposal metric, the default LargestProposedIndex == 0 passes this validation and normal positive compact/snapshot indexes can make the DEK eligible even when old-key WAL entries exist. The storage boundary already distinguishes an observed unused key from a missing zero; Raft boundaries need equivalent evidence before zero can authorize retirement.

Fixed in 06d1070. RaftGroupBoundary now requires Observed for each group. Missing history fails closed even if an otherwise valid key/group boundary has a zero or positive index. Tests also confirm that an explicitly observed zero for an unused key remains eligible when the other criteria pass.

Final-head gate evidence for 7a9be47:
Ready for the parent's serial merge gate. No merge or production operation performed here. |

Change
Add storage and Raft DEK retirement eligibility classifiers that refuse to authorize unloading a key from incomplete evidence.
Storage reports must identify the retiring key, an active successor, and one shared write-fence token held through unload. A completed rewrite, observed zero counts for live values, in-flight old-key writes, rewrite-cursor references and retained-snapshot references, and a sufficient MVCC retention floor are required on every member.
Raft retirement checks each group's observed, key-bound proposal high-water mark against its WAL start and committed snapshot indexes. Duplicate, missing or extra nodes/groups, wrong-key boundaries and unobserved counts are rejected. There is no override path.
The design document records these evidence requirements. This PR provides the classifiers; report collection, fence lifecycle management and retire-command execution remain separate work. There are no production callers yet.
