• backup: decode the .fsm files a running node persists #1276 (3f097df6) added internal/backup/snapshot_sst.go. It reads EKVSSTI1 snapshot ingest bundles with github.com/cockroachdb/pebble/v2/sstable.
• Unify drifted production duplicates; plan the test-suite cleanup #1277 (56780818) added import_boundary_test.go. Its backupForbiddenDeps matches every package under github.com/cockroachdb/pebble by prefix.

Which design is intended

The snapshot decoder design (docs/design/2026_04_29_implemented_snapshot_logical_decoder.md, as updated by #1276) says the decoder "reads each SST with Pebble's sstable reader … This is the one place the package links a storage library, because the files are in Pebble's format." The bundle's files are Pebble sstables, so the offline decoder has to read that format. The point of the #1277 boundary is to keep the live cluster out of the backup tools: store, kv, adapter, distribution, internal/encryption and the Pebble DB. A file-format reader is not live-cluster code. So the fix is to allow that one reader explicitly, not to move SST reading out of internal/backup.

Change

• internal/backup/import_boundary_test.go: adds backupAllowedDeps = ["github.com/cockroachdb/pebble/v2/sstable"]. It is an exact-path exemption checked first in forbiddenBackupDep. The root pebble/v2 package and every other Pebble package are still forbidden.
• docs/design/2026_10_16_implemented_production_commonization.md: the M4 rule, the as-built note and the Decisions entry now record the sstable exception.

Behavior change: none. Only a test and a doc change.
Risk: low. The exemption matches one exact package path.

Test evidence

• go test -race ./internal/backup/... → ok.
• Mutation check: adding _ "github.com/cockroachdb/pebble/v2" to snapshot_sst.go makes the test fail again with internal/backup -> github.com/cockroachdb/pebble/v2. The boundary still catches the Pebble DB.
• golangci-lint run --config=.golangci.yaml ./internal/backup/... with CI's pinned v2.9.0 → 0 issues. The preinstalled binary was built with Go 1.25 and can't load this module.
• The failed main run had internal/backup as its only failing package, so this change is expected to turn Test green.
• Jepsen not run: this change does not touch replication, MVCC, OCC or the Redis adapter.

Closing as superseded by #1281 (merged as f433dd59). It makes the same choice: an exact-path exemption for github.com/cockroachdb/pebble/v2/sstable, with the Pebble engine and every other Pebble package still forbidden. It also adds a check that fails if the exemption goes unused and a table test for the matching rules. Its doc changes include the "Pebble engine" wording CodeRabbit flagged here. The Test workflow is green on main at f433dd59. This branch now conflicts with main, and merging main into it would leave no diff.
