Summary

Pilot for #3744. ADR 0008 now owns the command-descriptor and daemon-policy decision. ADR 0003 becomes a short redirect. The merged decision preserves domain ownership, derived projections, predicate access, the public-contract boundary, optional-facet defaults, and the process boundary.

The text records the current contract ownership established by #2294. It retains the result-narrowing prerequisite and open gaps. Rejected alternatives keep their distinct reasons. File-merge history and duplicate norms are removed.

12 files changed. Source edits update citations only. Cross-ADR links and the index follow the authoritative sections. No runtime behavior, budget, or gate changes. ADR 0003: 7,937 to 580 bytes. ADR 0008: 8,034 to 8,511 bytes. The general size gate remains the final campaign step.

Validation

Base eef1a3f76d, head 81cce603f2. The foreground affected gate passed all runnable checks; receipt run-zaDLCg has exactCommit=true and checkoutChanged=false. Runtime verification does not apply to prose and comments.

Independent Codex/Sol review compared each changed sentence with the base and code. All three initial findings are repaired. Round 2 passed with no findings. The complete migration ledger is in the PR comments. All required CI checks passed at this head. The branch is CLEAN. All three comment surfaces were read; no findings or open threads remain.
