This PR adds JRuby 10.1.3.0 to the Ruby buildpack’s dependency manifest for cflinuxfs4 and cflinuxfs5.
Changes:
- Adds stack-specific JRuby binary URLs and SHA-256 checksums.
- Records the upstream source archive and checksum for both entries.
