JRuby 10.0.8.0 requires Java 21+, but staging still provisions Java 8/17 unless a compatible JDK is preinstalled, and the BRATS fixture helpers do not support the new version.

What changed in this PR
This PR adds JRuby 10.0.8.0 to the Ruby buildpack’s dependency manifest for both supported Linux stacks.
Changes:
- Adds stack-specific JRuby artifacts for cflinuxfs4 and cflinuxfs5.
- Includes artifact checksums and source archive metadata.
