fix(group-send): close only from the X, like the share-to-chats screen - #1132

Swipe-down no longer dismisses any step. Select People gets the flow's X, and the confirm sheet gets its own X that returns to Select People.
Select People closes through its back button, and the confirm half sheet swipes back to Select People, as before.

Group send could be swiped away at any step. Swipe-down no longer closes the flow, so it closes only from the X on the amount step, as the share-to-chats screen closes only from its X.
The presentation is still the router's nested sheet, which honors
interactiveDismissDisabled. Follows #1128.
