An upcoming IntelliJ feature lets the IDE load Toolbox plugins directly, through RemoteDevExtension. To make this possible, IDE needs to load a plugin from a JAR under <plugin>/lib/ that contains META-INF/plugi.xml. This PR adds that descriptor and a separate task that builds the ZIP in the layout IDE expects.

The Toolbox plugin stays the same.

Note: We don't bundle the Toolbox API JARs, which is why plugin.xml depends on intellij.libraries.toolbox.remote.dev.

How to test

  1. Run ./gradlew packageIdeaPlugin.
  2. Start an IDE.
  3. In Settings | Plugins, choose Install Plugin from Disk and select the ZIP from build/distributions/.
  4. Open Help | Find Action → Registry… and enable jetbrainsd.new.connection.flow.enabled and jetbrainsd.toolbox.plugins.enabled.
  5. Restart the IDE.
  6. On the Welcome screen, open the Remote Connections tab and check that Coder is listed.

META-INF/plugin.xml is added so the IDE can load the plugin (its version is filled from `gradle.properties`). To build it, `packageIdeaPlugin` task is created.

The Toolbox ZIP is unchanged apart from the extra descriptor inside the main JAR.
