🧹 refactor: reduce parameters in _enrich method by grouping file attributes

🎯 What: The code health issue addressed is the _enrich method in pysus/management/normalize.py taking too many parameters (7). This was addressed by introducing a FileAttributes dataclass to group group, year, month, and state.
💡 Why: Grouping related variables into a single data structure improves code readability, maintainability, and provides better structure (typing) for handling file attributes in the data normalization layer.
✅ Verification: Verified by running pytest pysus/tests/management/ successfully, checking mypy, black formatting, and requesting code review. The syntax and behavior remain unchanged and fully compatible with existing functions.
