Add a built-in CIDR calculator for IPv4 and IPv6. It reports network boundaries, masks, address counts and ranges, and divides networks into equal subnets with paginated results. IPv4 /31 and /32 follow point-to-point and single-host conventions; IPv6 displays the full address range without a broadcast address. The interface includes English and Simplified Chinese translations.

• Three standalone Rust tests of the extracted calculation and subnet-splitting logic passed, covering IPv4, IPv6 /0, /64 and /128, input validation and pagination.
• cargo +stable fmt --all -- --check and git diff --check passed.
• Full workspace tests, frontend type checking and cargo xtask check were not run: dependencies were not cached and the environment could not reach the registries.
• Desktop UI and platform integration were not tested; light and dark screenshots are not available.

• Rust tests are currently inline rather than in a separate *_test.rs file.
• The new tool is not yet listed in the English and Chinese README tool tables.
