Whenever we bump the discourse base image, we would have to manually update a constant in this repository to force the upgrade. As security-critical image bumps have become more frequent recently, this is becoming more tedious. This commit automates the process by having docker_manager fetch the latest web.template.yml base_image automatically and use that as the source of truth.
