Tracer: bump PHP to 8.4 - #377

Base image php:7.4-cli-alpine (EOL) -> php:8.4-cli-alpine, php constraint ^8.0.
contributte/{tracy,utils,monolog} 0.5 pull in nette/utils 3.x / nette/di, which
do not support PHP 8.4. Only Tracy\Debugger and Strings::startsWith were used,
so require tracy/tracy directly and use str_starts_with(). Regenerated lock.

Bumps tracer from EOL php:7.4 to php:8.4-cli-alpine.
Tracy\DebuggerandStrings::startsWith, so: requiretracy/tracydirectly, usestr_starts_with(), drop contributte/{tracy,utils,monolog}. Lock regenerated (1465 lines mostly removed).Tested (linux/amd64 build, PHP 8.4.27): image builds;
docker runprintsCollector collected "0" URLsand exits 0, no deprecations; with an unresolvable TRACER_SRC_SITEMAP it prints a clean error. Note: dev-onlyninjify/nunjucktest bootstrap hitslcg_value()deprecation on 8.4 (tests are not run in CI or the image).
