Adds @ide-integration for changes under vsintegration, the compiler service, and compiler symbols.
@expert-reviewer keeps type checking, IL, pickle, and FSharp.Core, and invokes this reviewer when the diff touches those trees. The rest of the compiler stays with @expert-reviewer.
