ci(release): publish dev snapshots and stable releases from CI - #82
Gives every module made from this template a release process out of the box: development snapshots from release branches, and stable releases from a versioning pull request. The workflow follows the one druxt.js and node-preview now run, made generic for a template.
What changes
.github/workflows/release.yml
dev: a push to a release branch such as 0.x that changes a changeset publishes a snapshot under the dev dist-tag. A changeset that releases nothing cuts no snapshot.
release: keeps a pull request titled chore(release): version packages open while changesets are pending. Merging it publishes to latest once a reviewer approves the release environment, and creates a <package>@<version> tag and a GitHub Release whose notes are that version's CHANGELOG entry.
A version counts as released once npm has it and its GitHub Release exists, so a rerun after a failed Release finishes the job.
A fork's own pushes skip the workflow. A pull request on any base rehearses the snapshot.
A release from an older major's branch publishes under latest-<major> and a prerelease under next, since npm 11 refuses either without a tag. Only a latest release is GitHub's latest Release.
scripts/release-check.mjs, a pre-publish gate with no dependencies, and its tests. It compares a version with the highest published one of its own major, so a 1.x branch keeps releasing after 2.0.0 is out. --dist-tag prints the tag the release job publishes with.
.changeset/config.json: access is public, matching publishConfig, and a snapshot block gives versions such as 0.1.0-dev.20261030024907.
package.json: release:check, and release:version, which writes the new version to package-lock.json too. files no longer lists templates: the directory does not exist and the gate refuses a missing entry.
RELEASING.md documents the channels, the jobs, the gate and the one-time setup. The README table links to it.

Release Management
Development snapshots can be published to the dev channel, with stable releases published through an automated release process.
Release checks help catch invalid versions, unavailable dependencies and missing package files before publishing.
Published packages now include the distribution files only; template files are no longer included.
Documentation
Added guidance on release channels, release steps and publishing setup.

Walkthrough
The package now supports automated dev snapshot and stable releases through separate build and publish jobs. A release-check script validates package metadata, dependencies, versions, registry state, and published files before npm publication.
The release-check script validates versions, dependency protocols, published versions, registry responses, package files, and command-line options. Tests cover accepted and rejected publication cases.
CI release workflow and documentation .github/workflows/release.yml, README.md, RELEASING.md
CI builds and validates tarballs without publishing permissions, then publishes dev snapshots or stable releases when conditions allow. The documentation describes the workflow and setup.

The version job held a write token while it installed with scripts and
built, and the action it used refuses changesets 2. It now installs
without scripts and runs only the changesets tooling, and a read-only pack
job builds. Releases run on main and version branches only when a
changeset changes, an empty changeset cuts no snapshot, the stable publish
waits on the release environment, and a version counts as released once
npm has it and its GitHub Release exists. Tags read package@version, with
the notes taken from that version's CHANGELOG entry.
The gate compared every version with npm's latest, so once 2.0.0 was out
a 1.x branch could neither snapshot nor release. It now compares a version
with the highest published one of its own major.
npm 11 refuses to publish below latest, or a prerelease, without a tag.
`release-check --dist-tag` picks latest, latest-<major> or next, the release
job publishes with it, and only a latest release is GitHub's latest.
The release gate took the highest published version of the major as its bar,
prereleases included. A dev snapshot has the core of the release it is cut
towards, and `changeset version --snapshot` runs in CI without being committed,
so the pending changesets stay pending and every push computes that same core
with only the timestamp moving. The second snapshot matched the first on core
and was refused, which left the dev channel publishing once and then stopping.
The bar is now the highest published stable release of the major, so a snapshot
is measured against the last real release rather than against its own
predecessors. A snapshot of a core that has already been released stably is
still refused, as is a version below the highest stable of its major.

Pre mode keeps the changeset markdown files and records their identifiers in
`.changeset/pre.json`, so merging a version pull request on a prerelease line
changes that file, `package.json` and the changelog, and no file matching
`.changeset/*.md`. The push filter listed only the markdown, so such a merge
did not start the workflow, and a manual dispatch could not stand in because
the version job runs on a push event alone.
