process_unicode_names: handle Unicode 18 Jurchen and Small Seal ranges - #391
Verified the UCD source range boundaries and the generated-name prefixes.
To regenerate the checked-in src/unicode_name_fsm.c in a separate follow-up, run the generator on the UCD 18.0.0 UnicodeData.txt and NameAliases.txt with arguments 18.0.0 2026-09-16. The currently checked-in table remains from Unicode 17.0.0.
Summary by CodeRabbit
New Features
Character-name processing now recognizes Jurchen and Small Seal characters and generates names using their corresponding character-name prefixes.
Documentation
References now target Unicode 18.0.0 data and Hangul specification sources.
Documented algorithmic naming ranges now include Jurchen and Small Seal alongside CJK, Tangut, and Hangul ranges.

Walkthrough
The tool documentation now references Unicode 18.0.0 sources and includes Jurchen and Small Seal ranges. process_data_file generates names for Jurchen Character and Seal Character records. Generated source declarations for the Unicode name FSM and its size are now const.

Summary
Unicode source references and range name handling dev_tools/cpp_tools/process_unicode_names/main.cpp
The documentation updates its Unicode data and Hangul specification references to version 18.0.0 and lists Jurchen and Small Seal ranges. process_data_file adds JURCHEN CHARACTER- and SMALL SEAL CHARACTER- name prefixes for matching range records.
The generator and checked-in FSM are aligned for the new Unicode ranges, with no established unresolved merge-blocking risk.

Before / after behavior
observed — Modified behavior in dev_tools/cpp_tools/process_unicode_names/main.cpp: The documented UnicodeData source URL now specifies Unicode 18.0.0 instead of the latest UCD path.
observed — Modified behavior in dev_tools/cpp_tools/process_unicode_names/main.cpp: The documentation adds Jurchen and Small Seal to the algorithmically named ranges and updates the NameAliases source URL to Unicode 18.0.0.
observed — Modified behavior in dev_tools/cpp_tools/process_unicode_names/main.cpp: The documented Hangul name-generation reference changes from Unicode 15.1.0 to Unicode 18.0.0.
observed — Modified behavior in dev_tools/cpp_tools/process_unicode_names/main.cpp: process_data_file adds branches for Jurchen Character and Seal Character ranges, generating their names with JURCHEN CHARACTER- and SMALL SEAL CHARACTER- prefixes, respectively.

Explanation
The title names the main change: the process_unicode_names generator now handles the Unicode 18 Jurchen and Small Seal ranges. The raw summary confirms the change adds Jurchen and Small Seal algorithmic-name ranges with the JURCHEN CHARACTER- and SMALL SEAL CHARACTER- prefixes, and the PR objectives describe the same ranges. The title does not mention the extern const linkage fix or the documentation URL pins, which are secondary.

Supported builds compile the checked-in src/unicode_name_fsm.c, which is still the Unicode 17.0.0 table. Therefore \N{JURCHEN CHARACTER-18E00} and \N{SMALL SEAL CHARACTER-3D000} can reach scan_named_unicode_char and produce ec_unicode_name_not_found.
Regenerate src/unicode_name_fsm.c with the updated tool and Unicode 18.0.0 inputs, then commit the generated file. Updating only process_unicode_names does not update supported builds.

Resolves #392
Prepare Unicode Character Database 18.0.0 support in
dev_tools/cpp_tools/process_unicode_names/main.cpp.JURCHEN CHARACTER-<hex>names from the<Jurchen Character, First/Last>range (U+18E00..U+19191).SMALL SEAL CHARACTER-<hex>names from the<Seal Character, First/Last>range (U+3D000..U+3FC3F).Both new ranges are present in Unicode 18.0.0 UnicodeData.txt. Previously, the generator silently ignored both ranges.
