Give agents a short inject and a guide file, and GOA its duty to delegate there - #33

…gate there The whole guide went on each agent's command line or in its system prompt. It now splits in two: an inject made for each session, with who it is, the rules that hold and where its guide is, and a guide file outside any repository, so a repository can't replace it. GOD of Agents' duty to delegate is in its inject, so it doesn't rest on a file being read. Agents with no way at all get a marked block in their project's file, which an update rewrites and a project can turn off. GOA now gets enowX's MCP tools on every agent that can load them: without them, an agent with no hooks had no way to delegate, which is how GOA on OpenCode came to do the work itself. Splits what agents are told into a short inject made per session and a guide file outside any repository. Design from the owner's note
