We had a few different set of tags, pills, and chips used across the site and the Dart site. This PR standardizes on the
Tagclass inpackage:site_shared, expanding its capabilities and documentation, and setting up a predefined set of colors.This will simplify maintainence, improve consistency, and prepare for upcoming content that also needs tags.
