ci: cache Android toolchains and clean emulator snapshots - #34

Reuse the Ubuntu 24.04 SDK, install only missing versioned packages, and manage Gradle task caching with setup-gradle. Reuse clean API 28/36 emulator snapshots and system images, and cancel superseded runs. Cover cold, partial, archive-based, warm, and failed SDK setup paths.

Android Debug CI repeatedly provisions SDK tools and cold-boots emulators. Reuse versioned Android toolchain caches, Gradle task outputs, and clean API 28/36 emulator snapshots; install only missing SDK packages and cancel superseded runs.
Synced with current main, retaining failed unit-test report uploads. Changes are limited to the workflow, the SDK installation helper, and its regression tests.
Validation: 143 local JavaScript tests pass, JavaScript and Bash syntax checks pass, and actionlint 1.7.7 passes. Fresh GitHub Actions build and API 28/36 runtime checks are pending.
