Backfills .cursor/BUGBOT.md with cross-SDK review guidance from sibling SDK Bugbot files and SDK philosophy / principles.

Motivation and Context

Align RN Bugbot rules with the shared core other SDKs should adopt: self-capture ban, mechanism/double-report, origin/op precision, feat/fix test bar, baseline deps, support-floor drops, and an explicit what-not-to-flag list — without rewriting RN-specific bridge guidance.
