Description
Refactors the smoke tests into a Docker Compose stack that builds and starts the test environment as it runs in CI. The new orchestration example and named smoke cases make it easier to add coverage for more configurations and compute providers.
Moves the multi-runner v2 and multi-runner scale-set coverage out of the MiniStack workflow and into the smoke-test stack, replacing the old MiniStack-specific scripts and fixtures.
