This change updates three permission snapshots so they carry the denial text the runtime now sends. The tool result for a
UserNotAvailabledecision gains a second line that tells the agent what to do next.Why
github/copilot-agent-runtime#16319 makes permission denials say what was refused and whether a retry can work. The C#
PermissionE2ETestsreplay against these snapshots, and the proxy matches a request only when every message is identical. The old single-line text no longer matches, so three tests fail withNo cached response found for POST /v1/messages. The assertions themselves still hold, because theerrorfield keeps the short headline.
