Upgrade Atomic to the stable 0.9.49 release - #734

Moves the Atomic harness from 0.9.48 to the stable 0.9.49 release. Versions. catalog:harness pins @bastani/atomic 0.9.49. The lockfile resolves @bastani/atomic, @bastani/atomic-natives with its eight platform packages, and @bastani/pi-ai at 0.9.49, with no older @Bastani package left. Nothing else in the lockfile moves. What changed in Atomic, and what it means here. 0.9.49 adds libSQL namespaces and an optional one-request `SqliteDatabase.batch` that workflow journals use for `appendMany` on remote databases. An atomic Planner keeps Atomic's default local storage, so nothing here changes its behavior or needs a code change.
