Adds HelioAI as the 94th PyHC package submodule in preparation for heliophysicsPy/heliophysicsPy.github.io#388. The submodule points to current upstream main at 955d7d46925589739fc98af8f897f96b8de49c35 and is placed alphabetically between geospacelab and hermes_core.
The bundled Standards Evaluator resource is advanced to 149d302b0ea7432a30d7ceb31e900157b8a8d96f so the archived HelioAI v0.2.1 report is available alongside the new package.
The README and the Claude, Codex, and Gemini instruction files are updated from 93 to 94 packages, including the derived specialized-package and example-tree counts.
Validation: .gitmodules contains 94 unique package paths, both submodule remotes resolve correctly, and both recorded gitlinks match their intended upstream commits.
