Replace the CI-coverage legend (Real / Dev-gated / In progress) with three evidence states (Proven / Shipped, not live-verified / Not shipped) and rewrite the table against the October 22 outputs soak, the credibility merges and the October 23 PRs. Drop the stale "Current priority (2026-09-26)" section: BACKLOG.md is the only ranked list. Remove the two leftover caption mentions and correct the Windows CI paragraph.
