@howew can you please review all my changes.
There wasn't really a way to update the SEER data and update the algorithms in other branches; it was simpler to do all the work at once.
Also for the persistent poverty, I changed my mind and add two variables in the data structure instead of just loading a single year. I had technical problems with the later. Just a FYI.
