chore: record the reflect intent's re-run audit and clear its owed check - #1240

The after-merge re-run judged every criterion met (four with concerns) now that the reflect seed reads audit notes by the owed listing's rule and finds the targets a cut moved to the next release, so the audit-owed flag is cleared with a dated line. The reflect intent's after-merge fidelity check was owed: its audit had
judged two criteria (the offer of an audit for an intent without notes, and
the warning about targets a cut moved to the next release) not met.
The fixes landed in #1232. The re-run audit, against main at 4f05055, now
judges every criterion met, four of them with concerns. Ingesting that verdict
rewrites the intent's audit notes and clears the audit-owed flag with a dated
line. This change is that one record.
The concerns are already known, and none fails a criterion:
