Records only, no code. Four changes:

• Two rulings on a model asked per request, recorded as one decision by the technical facilitator on delegation, for step 3 of spc-2610240951109420 to build. A request for a model the machine pins is refused on claude with no fallback. A request model and a --route model that differ are refused before launch, naming both; the same model in both runs, vetted once by the pin check. Step 3 of the spec now cites the decision.
• The maintainer gate aligned with the facilitator's merge gate (itd-2610290858115394 with itd-2610150602547271), so the two records give one model:
  • a role abcd cannot read is unverified and arms nothing, while a not-found answer reads as a contributor;
  • in human mode the technical facilitator approves through an abcd approval act recorded for the head commit, run by the person and refused to an agent;
  • a contributor's pull request counts as approved by that act or by a forge review from a maintainer other than the author.
• A forward-looking marker dropped from iss-2610290811187925, whose citation of itd-2610290746077716 now resolves.
• One capture, iss-2610292237259195: the embargo range check judges the default branch's own commits once a branch has merged it in, though the branch adds nothing.
